Plot Synopsis

After an arms race begins to acquire a brand new metal called adamantium on Celestial Island, Thaddeus Ross is elected as President of the United States, who platformed on negotiable the trade of metal with various different nations. Five months after the election, the President hires Sam Wilson and the new Falcon, Joaquin Torres, to intercept an illegal sale of adamantium. The metal was stolen from Japan in Oaxaca by the Serpent Society and their leader, a scientist named Sidewinder. Sam then introduces Torres to Isaiah Bradley for further training as a reward for their completion of the successful mission.

Later, the President invites Sam to the White House. Sam brings Bradley and Torres as his guests. While there, the President informs Sam of his plan to assemble a new team of Avengers, this time under his own leadership. Sam is slightly concerned, given the President’s fraught history with superheroes. As they address the international leaders, the Fleetwood’s song Mr. Blue, which is utilized to mind control Bradley and four other men. Ross' head of security, Israeli Black Widow Ruth Bat-Seraph, apprehends Sam and Harrison once they regain consciousness. Meanwhile, Ross removes Sam from the investigation.

Sam and Torres, determined to save Bradley, begin their investigation with Sam eventually apprehended Sidewinder in the process. They then track a signal to Camp Echo One, a hidden site somewhere in Virginia. Later, Ross, who is continuing to negotiate the treaty, comes to find out that the mastermind behind the operation is a man named Samuel Sterns, who is a prisoner at Camp Echo One. Sterns was exposed to the blood of Bruce Banner, and gained advanced intellect in the process. This led to his capture by Ross and then scapegoated for the rampage of Abomination.

Sterns was coerced by Ross to develop various technologies for the United States Military, as well as pills that Ross has been secretly taking to aid his Presidential campaign and guarantee Sterns' eventual release. However, Ross reneged on his promise of freedom, leading Sterns to orchestrate a series of retaliatory actions, including the sale of adamantium and the mind control of Bradley and others through the song Mr. Blue.

Later, Sam and Torres breach Camp Echo One and are immediately confronted by Sterns who unleashes troops on them but they are soon recovered by Bat-Seraph. Sam then meets with Sidewinder and is able to deduce that Stern’s plan is to destroy Ross’ legacy by enabling a war to be fought by the U.S and their Allies under the command of Ross. Stern then leaks information to the Japanese which claims that Ross created the ruse of adamantium theft. Afterwards, the Prime Minister of Japan along with Ross send warships to Celestial Island in order to claim its territory.

Then, Sam, Torres, and Bat-Seraph journey to de-escalate the situation, but they find that Sterns has taken control of American F-18 pilots' minds to attack the Japanese fleet. Sam and Torres later intercept the planes and are then able to convince Japan to stand down, but Torres is critically injured in the process. In a private conversation with Ross, Sam discovers that Ross is dying of heart failure and had Sterns develop pills laced with gamma radiation to control his heart decay. Ross then admits he refused to release Sterns out of fear that Sterns would stop developing the pills.

Later, Bucky Barnes, who is running for political office, consoles Sam and Sterns surrenders. Before Sterns surrenders, he unleashes the gamma radiation within Ross as he is hosting a press conference, which causes Ross to change into the Red Hulk. Sam, realizing he is no match for Ross's strength, leads him to Washington's cherry blossoms, as he is hoping to trigger the President's cherished memories with his estranged daughter, Betty Ross. The ensuing battle leaves both men exhausted, ultimately allowing Ross to revert to his normal state. After the incident, Torres regains consciousness and Bradley is exonerated, and Ross turned himself in to the Raft. Sam and Betty later visited Ross at the Raft.

In a post-credits scene, Sterns, who was also incarcerated at the Raft, warns Sam of an impending attack from other worlds.
